| Description | The city of Rivne has made significant strides in improving energy efficiency in its municipal social infrastructure, particularly preschool education facilities, through comprehensive thermomodernization projects. Supported by the Nordic Environment Finance Corporation (NEFCO) and the Neighbourhood Investment Platform (NIP) of the EU, these initiatives focus on reducing CO₂ emissions while creating healthier and more comfortable conditions for children, including internally displaced persons (IDPs) and children with special needs. Measures include thermal insulation of facades and roofs, replacement of windows and entrance doors, and modernization of heating systems.
Despite the challenges of wartime, Rivne has consistently pursued sustainability goals for over a decade, actively working with local civil society to combat climate change. The city is also the only Ukrainian municipality selected by NetZeroCities as one of the 53 European pilot cities tackling climate change. So far, four projects worth €3.76 million have been completed, with an additional €3.5 million project currently underway. These efforts have already delivered the complex thermomodernization of schools No. 26, 18, and 27. A major achievement under the NIP framework was the modernization of the large Preschool Education Facility No. 35, part of the project “Reconstruction and Recovery of Municipal Infrastructure of Rivne to Support Immediate Needs of IDPs.”
Rivne’s thermomodernization programme not only addresses urgent issues of energy inefficiency and CO₂ reduction, but also has a strong social dimension, meeting the needs of hundreds of displaced families and vulnerable groups. By combining environmental and social priorities, Rivne demonstrates how climate action can be integrated into urban recovery and resilience strategies even under crisis conditions. |
