TitleSustainable Urban Mobility in the City of Zagreb
DescriptionThe City of Zagreb has been actively pursuing sustainable mobility within its broader Zagreb Smart City initiative, launched on October 16, 2016 with the establishment of the Working Group for the Development and Implementation of Smart City Projects and the drafting of a long-term strategy. This process led to the adoption of the Zagreb Smart City Framework Strategy in February 2019, which set the foundation for integrated urban development. Further steps included the creation of the Zagreb Smart City Hub platform in November 2020, its English-language version launched in November 2023, and international promotion through participation in the Smart City Expo World Congress 2023 in Barcelona. The strategy acknowledges the rising challenges of urbanisation, particularly increased traffic pressures on existing and often inadequate infrastructure. Citizens’ growing awareness of ecological and innovative technologies has further shaped Zagreb’s priorities for sustainable mobility. These include increasing the attractiveness of public passenger transport, improving and modernising the traffic management system, expanding and enhancing cycling and pedestrian infrastructure, and integrating innovative operational systems, with a focus on electromobility. The desired outcomes of these measures are wide-ranging: reduced fuel and electricity consumption, lower traffic congestion and fewer traffic jams, higher safety standards, and the creation of a simpler, more efficient, and economically sustainable mobility system. Importantly, the strategy also aims to limit the need for new traffic infrastructure in the urban core by optimising the use of existing networks. A central component is the preparation of a comprehensive traffic map of the City of Zagreb, enabling more effective planning and management. Through these steps, Zagreb is building a forward-looking, sustainable, and smart urban mobility system, aligning with European trends while tailoring solutions to its local context and long-term development goals.
