DescriptionThe article examines the central role of the public in addressing climate change at the city level within the framework of the EU Mission “100 Climate-Neutral and Smart Cities by 2030.” It argues that citizens are not only beneficiaries of climate policies but key actors in co-creating, implementing, and monitoring Climate City Contracts. Through participatory approaches, behavioural change, and involvement in living labs, public engagement enhances the legitimacy, effectiveness, and social acceptance of urban climate action. The article highlights examples from European cities demonstrating how citizen-led initiatives support decarbonisation and innovation. It concludes that inclusive and meaningful public participation is essential for ensuring a just transition and for transforming cities into climate-neutral, resilient, and liveable urban environments.
