DescriptionAchieving climate neutrality at the urban level requires inclusive governance and strong societal engagement beyond technological solutions and public investment. This article examines the role of the non-profit sector in supporting cities during the preparation of Climate City Contracts (CCCs) under the EU Mission for Climate-Neutral and Smart Cities and in delivering local climate policies. It highlights how non-profit organisations contribute as facilitators of participation, providers of thematic expertise and bridges between governance levels. The article further emphasises the importance of the non-profit sector in ensuring a just and socially inclusive climate transition by representing marginalised groups and strengthening public trust. It concludes that the engagement of non-profit organisations is structural to the success, legitimacy and scalability of Europe’s urban climate transition.
