| Description | Cities and municipalities play a central role in translating climate ambition into concrete action, as they concentrate emissions, population, infrastructure and decision-making power. This article examines the role of local governments in driving the transition to climate neutrality within the framework of the EU Mission for Climate-Neutral and Smart Cities and the NetZeroCities initiative. It highlights the Climate City Contract (CCC) as a key governance innovation that aligns local climate commitments with integrated action plans and investment strategies. Particular attention is paid to the city’s role as a local anchor, convener of stakeholders and coordinator of cross-sectoral action. The article argues that place-based governance and strong local ownership are essential for achieving climate neutrality in a fair, inclusive and scalable manner across Europe. |
