| Description | Achieving climate neutrality faces three main types of barriers: institutional, infrastructural, and behavioral. An analysis of 33 Mission-labelled cities identified a total of 590 barriers, with institutional obstacles—such as regulatory complexity and fragmented responsibilities—making up 57%. Infrastructural and behavioral barriers, including high costs and low public engagement, each accounted for 18%. Addressing these challenges requires coordinated collaboration, significant investments, and active societal involvement. The key to success lies in removing systemic barriers and fostering a culture of sustainability. |
