DescriptionThis article outlines the main elements of the definition of urban climate neutrality within the framework of the EU Mission “100 Climate-Neutral and Smart Cities by 2030.” It emphasizes the need for a common understanding of emissions, sectors, and scopes to ensure consistent and transparent implementation of climate targets across cities. The paper describes the key sources of greenhouse gas emissions that cities must address, including stationary energy, transport, electricity and heating consumption, waste, land use, and industrial processes. It highlights that large installations covered by the EU Emissions Trading System are generally excluded from municipal responsibility due to limited local influence. The article also discusses the role of residual emissions, recommending their minimization and compensation through carefully regulated offsetting mechanisms. Finally, it presents the three emission scopes (Scope 1, 2, and 3) as indicators for measuring climate neutrality at the city level and explains their relevance for future climate planning.
